AMD and the University of Delhi signed a memorandum of understanding (MoU) on 8 September 2026 to introduce AMD's AI Engage Developer Program at the university. ROCm is AMD's software platform for developing and running artificial-intelligence and high-performance-computing workloads on compatible AMD hardware. Providing access to ROCm could give students practical exposure to AMD's software tools and GPU-based development workflows rather than classroom instruction alone.

Cloud GPU resources address a separate constraint: students can access GPU computing remotely instead of each participant needing a suitable local GPU system. Combining remote compute with software access and instruction could support practical work such as building, testing or running AI models and applications.

The announcement does not specify the particular GPU models, cloud provider, supported frameworks, compute allocation or course modules. It therefore establishes the types of resources AMD intends to provide, but not the precise technical environment students will use.

For the University of Delhi, the practical value will depend on how these resources are incorporated into teaching. Workshops and cloud access may be useful for hands-on learning, but the announcement does not say whether the programme will be part of assessed courses, optional activities, research projects or a separate developer track.

What to watch

The most useful follow-up evidence will be implementation and outcome data. AMD or the university could clarify whether the programme reaches its target of up to 10,000 students during the year following the signing, how many faculty members participate and how access is allocated.

Other indicators of delivery would include published curricula, completed student projects, trained instructors, research outputs and continued developer participation after workshops end. Updates on the software environment and cloud resources would also show how much practical computing the programme provides.

For now, the MoU establishes a formal AMD–University of Delhi partnership and a planned route to AMD's AI learning, ROCm and cloud GPU resources. Its effect on student capability and research will depend on execution, participation and outcomes that have not yet been reported.
